P.04.1 What a partnership non-financially implies
P.04.1 Qualifying to marry▼
You want the best for your partner. If you'd be forced to sacrifice yourself for your partner (which is a very though formulation - and hopefully rare situation in reality), your decision should tend to 'yes, I'd sacrifice myself for my partner'. In the real such situation, you might decide for 'no', but in less tough situations, the decision must be 'yes'.
In case your partner becomes invalid to make decisions, you take over all rights and duties for him/her.
You may always visit your partner in a hospital - as far as medical indications allow it.
This replaces the relatives respective rights and duties: parents to children (own or adopted) and vice versa, siblings to each other, uncles/aunts to nephews/nieces and vice versa, in this sequence of precedence.
If you have no relatives and no partner, then the secretary couple has those rights and duties.
P.04.2 What a partnership financially implies
Each keeps the individually owned accounts and assets/contracts.
You open a common savings account and each specifies his/her monthly contribution to it with a fixed amount or formula or regulation that makes it clear each month how much is to be paid. The representatives can define jobs for the good of the community, e.g. clean the countryside or do whatever. They can also let them work for farmers or whoever for 50% (parameter) of this salary. If those people are present at the normal work hours and perform with 30% (parameter) of median daily output of the job assigned, then they get their full salary. The domain 3 publishes median daily outputs per job category.

Persons that do not / cannot pay for themselves and do not / cannot work, but want to stay, are called "helpless". Helpless families are not separated (unless they want to be separated). Helpless people must find a "godfather"/"godmother" who is a full citizen. The state official broadcasts the helpless in the basic community and gives them 1 week time to find one. The helpless live at the next state officials that have free room. Each state official must have 2 beds/room available (but can be occupied already).

Helpless that do not find a "godfather"/"godmother" in 1 week or all is occupied are pushed to the next basic community in geographical direction of their root country (as told or if none told any random one, no check but registered on the ID). This is immediately iterated when they come back: ID check - transport to the border, only beverage/water offered. It is made clear to those people that coming back again is no option to get out of this 'loop'.
