P.13.1 Register as helpless
There can be forced and free-will registering as helpless. The positive consequences are: you are cared for, you need not work. The negative consequences are: you loose your democratic rights, you cannot own property - if you have at the time of becoming helpless all goes to your inheritors.
P.13.2 Call for custody or adoption
If not already under custody or with a parent, and if roofless given temporary shelter by one of the community representatives, in the basic community a call for custody or adoption is made. And if not successful, one higher up in the communities hierarchy, etc. If not successful, then one of the representatives must take the custody.
When chosing a custody or adoption: the candidate must be full citizen and make proof he/she can accomodate the helpless. The candidate must not have more than 3 (parameter) patronised or adopted human beings and not have more than 3 (parameter) own normal-born children.
When more than 1 viable candidate: Couples are preferred over single persons. Candidates with not 0 but less children/patronages are preferred. In case of doubts, the secretary can get information about the seriousness of the candidates.
P.13.3 Payment
If you adopt a human being, you pay all on your own.
If you take somebody as custodian (also the representatives that must host, temporarily or permanently), then you receive 30% BME (percentage) compensation each month.
