P id cost percentage

The cost percentage of an ID-Triplet that must be issued a second time (for whatever reason). IDs are always issued in triplets. 2 should be stored at home (or in some safe place), 1 carried along. If an ID is lost, it can be re-created easily and at no cost by presenting the other 2. The ID-Triplet is also re-issued at no cost on a new picture due (children at least every 3 years, grown-ups every 10, but also on "major" changes like beard, mustache, hair length (short, medium, long)).
