Summary

The tasks and rules of state constitution begin with defining the official languages, naming the state, defining the confines in accordance with neighbouring states, structuring and organising the inside of the state into basic communities, higher order administrative units and ensuring the state staff works and the community meetings necessary to decide are orderly conducted.

PM.03 Marriages

PM.03.1 Only full citizens can decide to marry.

PM.03.2 A traditional marriage knows the man as head of the family who alone acts for the family. The female, as full citizen, freely decides to marry and become wife. Both vow sexual faithfulness and to act in support of the family. Each has the right to divorce by stating a breach of the vow. E.g. sexual unfaithfulness and/or wasting family resources (money). The partner can agree and the divorce happens: assets before marriage are re-attributed, assets aquired during marriage are split 50:50, children go to the partner initiating the divorce. After the divorce, no partner must pay anything to the other; each continues his/her life. If the partner does not agree, the marriage remains and the divorce claim can be made again in 6 months. If the partner still does not agree, the marriage remains and the divorce claim can be made again in 6 months and then, the partner must agree (has no choice) and the marriage is divorced.

PM.03.3 The traditional marriage can also be made with the female as head of the family. Rest analogous.

PM.03.4 The modern marriage is a 50:50 partnership where always both must agree to act. (For small amounts transactions there may be vice-versa blanko agreements). The divorce can be claimed without reason by 1 partner and it immediately happens. Assets go as in the traditional marriage. Children go as per agreement or by random decision. Again, no payments are due after the divorce.

PM.03.4 The multi-marriage is a special form of traditional marriage where additional wifes or husbands can enter the marriage. There a partial divorce can be claimed and only the physical children of the claimer go to her/him.

PM.03.5 Married citizens can visit each other in hospitals and can take-over acting for the partner in case he/she is physically unable to act.

SC.03.6 Except for confines usage contracts (i.e. contracts to fly (possibly at limited hours and in geographically limited corridors) in the state's atmosphere, use waterways and or under-surface areas (for tunnels e.g.), there must be no contracts with other states. All these usage  contracts must be open to the public be democratically accepted in the impacted regions.

SC.03.7 In cases of singular violations of the confines and/or confines usage contracts by the other state (or unidentifiable) within our state's confines, then our military/police forces must catch the violator(s), only within our state's confines. The other state's representative(s) ("president(s)") must be notified, including the violator(s) identities (as good as identfiable) and evidence of the violation act. The violator(s), for just this (there may be other delicts that are committed and governed by other stablestate's rules), get a 1 month respect-violation delict punishment.

SC.03.8 In case of non-singular violations, an invasion is assumed. Then, the military forces must immediately defend under wartime rules. Such invasions must be anticipated by the military forces with their anticipation techniques as good as possible, so invasions can be prevented and/or at least successfully be repelled within shortest time possible.

SC.04 Define calendar, weeks and time(zone)

SC.04.1 A stable state uses UTC, universal time. I.e. there are no timezones.

SC.04.2 Each month begins with a Monday, has 4 weeks and 0, 1, 2 or 3 "free" days to be used for holidays outside of any week (no weekday, but holiday).

SC.04.3 Each week has first 5 work days (Mo-Fr), 1 Saturday (which is not a work day for most jobs, but shops, transport, tourism, health care and emergency services are at work), 1 Sunday (only transport at reduced service, tourism, health care and emergency services are at work, no shops)

SC.04.4 The "free" days / holidays operate in "Sunday" mode

SC.04.5 There must be no (religious or whatever) holidays in the 4 weeks of each month.

SC.04.6 Each city/region defines its lunch-time UTC (e.g. 12:00 for London) in 15min. precision. Standard morning work start is lunch-time - 4 hours. Standard afternoon work start is lunch-time + 1 hour and COB is lunch-time + 5.5 hours. Special rule on date change during daylight: If the lunch-time is 02:00, then the work week begins Sun, 22:00. If the lunch time is 01:45, then the work week begins Mon, 21:45. And Saturday/Sunday/Holiday modes accordingly.

SC.04.7 Work under contract: The maximum work hours per day are 16. The maximum work hours per week (any 6 days in a row, also holidays) are 80 hours. The maximum monthly hours are 240. The maximum annual work hours are 2'400.

SC.04.8 Personal holidays and sickdays under contract: 4 weeks minimum. If an employee is sick, this "counts as holiday". (It is important to know that medical treatments and medications are free up to a "lower limit" of p_free_medic_cost_percent_per_year, long-time unfitness-for-work has other regulations in the section of persons administration that mitigate hardness for the individuals. Also, each employer may offer better conditions to its employees.)

SC.05 Free trade

SC.05.1 Goods and services are free to trade with other countries except for democratically decided "Price battle ranges" per goods/service category.

SC.05.2 A Price battle range of X kilometres for a goods/service category means that any good/service of the specified category that comes from farther than the range (goods/persons transportation km) must be sold at least 10% more expensive than the locally produced good/service. This means that each product/service can be challenged quality-wise world-wide but not price-wise. The price battle for a producer/provider of such goods/services is hence limited to competitors within a range of X kilometres.

SC.01 Manage persons travelling (… and those who want to stay)

SC.06.1 Persons can cross the borders free if they have and present their ID when entering the state. People without ID get one (a triplet to be precise, cf. the definition of a human being) and pay the minimum 1 cycle person tax (which covers 1 month staying/travelling in the state).

SC.06.2 Persons can also lodge and travel around in non-Military zones free as long as they do pay for themselves.

SC.06.3 Persons can also work (offer their services) provided the Price battle range rule SC.05.2. is fulfilled.

SC.06.4 Persons can also become residents (not yet citizens), get registered and pay their taxes on possessions namely a work contract. The work contract fulfillment by the employer is then fully protected by the state

SC.06.5 Persons that are residents and work/pay for themselves get the citizenship after 5 years including all benefits if they also pass the language and "state knowledge" tests.

SC.06.6 Persons that do not / cannot pay for themselves and do not / cannot work, but want to stay, are called "helpless". Helpless families are not separated (unless they want to be separated). Helpless people must find a "godfather"/"godmother" who is a citizen. The state official broadcasts the helpless in the basic community and gives them 1 week time to find one. The helpless live at the next state officials that have free room. Each state official must have 2 beds/room available (but can be occupied already).

SC.06.7 Helpless that do not find a "godfather"/"godmother" in 1 week or all is occupied are pushed to the next basic community in geographical direction of their root country (as told, no check but registered on the ID). If this means out of the state, then they are given to the neighbour state. (Never a fly-out).

SC.06.8 Helpless that find a "godfather"/"godmother", are added like "child" family members. They have the right to learn the language, the profession and eventually become Independent.

SC.06.9 Underaged, single helpless and those that have found an apprenticeship but have lost or never had a "godfather/godmother" must not be pushed outside the stable state but stay at an official if need be,.
